Ley 489 de 1998
This law regulates the organization and functioning of National-level entities in Colombia. The objective of this law is to improve the efficiency and effectiveness of public administration and promote a more efficient and transparent public management of the country's public resources.
It establishes the main guidelines for the organization of national-level entities, including the structure of their governing and administrative bodies, their competencies and responsibilities, and their relationship with other public bodies and entities. It also regulates the functioning of these entities, establishing clear rules for decision-making, resource management, and accountability.
Considering the above, the Public Leadership Institute of the National University of Colombia was established taking into account this regulation and the provisions of Article 96, "Establishment of Associations and Foundations for the fulfillment of activities inherent to public entities with the participation of individuals."
It was established there that public entities can associate themselves with the aim of cooperating in the fulfillment of administrative functions or jointly providing services that are their responsibility. Likewise, it was established that non-profit legal persons that are conformed will be subject to the provisions provided for in the Civil Code and the regulations for entities of this nature.
Decreto 393 de 1991
This decree is a key regulation for scientific and technological development in Colombia. It seeks to promote collaboration and the exchange of knowledge and resources between the public and private sectors and to promote the creation of strategic alliances among different entities and organizations. The aim is to promote scientific and technological development in the country.
This Decree establishes two modalities of association: 1) creation of civil and commercial partnerships, 2) non-profit legal persons such as corporations and foundations.
Considering the above, the Public Leadership Institute was established as a corporation that seeks to promote and encourage scientific and technological development through the construction of permanent observatories and social research around its three lines of action: public leadership, public management, and social management.

PUBLIC LEADERSHIP
Public, collective, and transformative leadership is the ability of an individual or group to work with different social actors, address problems, and build collective solutions that are inclusive, sustainable, and fair. Likewise, it is a leadership approach that seeks to address the different political, social, economic, and cultural challenges through effective collaboration among different actors involved, including the public and private sector, and civil society.
This type of leadership focuses on the development of collective and equitable solutions, promoting active participation and dialogue among community members. Therefore, this leadership requires a shared vision, an ability to build alliances, and a commitment to dialogue and negotiation.
In our country, it’s important for public leaders to have a collective perspective to address complex challenges such as inequality, poverty, and violence to ensure a fair and prosperous future for all!
PUBLIC MANAGEMENT
Public management is an administrative process that seeks to achieve a positive and transformative impact on society through effective collaboration among different social actors. It specifically refers to the process of planning, implementation, monitoring, and evaluation of policies, programs, and projects in the public sector.
Public management must be an integral process that promotes participation since it seeks to improve the quality of life of citizens. In addition, its proper exercise must guarantee equitable development for all in Colombia.

Social management is an administrative process that focuses on addressing social challenges and improving the quality of life of citizens in general through collective and transformative leadership. This approach strives to foster trust, dialogue, and collaboration among different actors involved, including the public sector, private sector, and civil society, to achieve effective and sustainable solutions to the various problems that arise in society.
