Decreto Ley 1210 de 1993: In Article 29 it establishes that the University can participate in the constitution of entities of associative or foundational type with other public or private, natural or juristic persons. The above in order to contribute in the improvement of goal achieving in the teaching, investigation and extension fields.

One of the goals of UNAL is to educate professionals and researchers with a critical conscience, to creatively lead processes of change. Therefore, within its institutional strategic framework, it has identified the need to strengthen collective leadership, excellence, and ethical commitment in all its actions.
The Institute arises from the needs identified in the Global Development Plans 2019-2021 and 2022-2024. Likewise, the Institutional Strategic Plan – PLEI 2034, suggests the need to strengthen institutional management and its governance model for participation, internal communication, and collective leadership of its university community.
For this purpose, in 2019, the Vice-Principal’s Office of the Bogotá Campus of the University hired the Leadership and Management Center – CLG. The objective was to reorient the institutional culture towards leadership and the strengthening of the University’s role as a State entity. It was clearly identified that leadership is part of the University’s organizational DNA and that it was therefore important to continue to instill collective leadership, excellence, and ethical commitment in all its actions.
Subsequently, considering this work, and with the aim of strengthening the leadership of the university community, UNAL, along with ADEXUN, decided to join forces to create the Public Leadership Institute. The higher purpose was to generate high-impact knowledge to educate people, organizations, and communities capable of leading and managing transformation processes that impact collective well-being, influencing the construction and implementation of the national, public, private, and social agenda, and promoting the development of ethical, impactful leaders seeking social transformation in the country.
